Ir Dr Lawrence Chan is a professional engineer with expertise in technology transfer and product design engineering. He also has extensive experience in the tertiary education sector.


Ir Dr Chan was appointed as Dean of the Faculty of Science and Technology in January 2019 in addition to his duties as Executive Vice President. He joined Vocational Training Council in 1996 as Principal of the former Kwun Tong Technical Institute and has since held a number of positions including Principal of IVE (Sha Tin) and IVE (Tsing Yi), Director of PEAK, and Deputy Executive Director. In his last position, he revamped the Apprenticeship Scheme and spearheaded the development of the Earn and Learn Scheme and the introduction of the Engineering Training Subsidy Scheme, and both of which are funded by the government to raise the upward mobility of young people who aspire to develop a career in the technical and construction fields.  He was seconded to the then Education and Manpower Bureau in 2006. 


Prior to commencing his position at VTC, Dr Chan worked at the former City Polytechnic of Hong Kong and Hong Kong University of Science and Technology in teaching and administrative positions. Before working in the tertiary education sector, he was a research and development engineer and had played a leading role in the advancement of inkjet printing technology at Hewlett-Packard Company. 


Dr Chan is a Chartered Engineer, Fellow of the Hong Kong Institution of Engineers, and Fellow of Institution of Mechanical Engineers, UK. He was Vice President (Asia) of the International Vocational Education and Training Association from 2000 to 2002. From 1999 to 2005, he served as a Member of the Management Board of a government secondary school. He was a elected as Co-opted Member of the Council of The Hong Kong Institution of Engineers for Session 2014/2015. In addition, he is a member of several government advisory committees. 


Dr Chan obtained his Bachelor of Science and Master of Science Degrees in mechanical engineering from Massachusetts Institute of Technology and PhD Degree in mechanical engineering from the Hong Kong Polytechnic University. He also holds three US patents in machine design and inkjet printing technology.
